The control circuit of cooling fan 4 reports a control circuit low condition. Fan operation cannot be commanded reliably.

Common causes
- High likelihood: Control wire shorted to ground
- Medium likelihood: Relay coil shorted
- Low likelihood: Connector pins corroded - high contact resistance
